Can't speak to the bagger part of your combo; however I've achieved upwards of 42-43 mpg on my 95" Softail using both my own personal built and hotrodded CV40 and more recently Bob Wood performance 415 carb. I'm also running a HD SE Pro Pipe.  The only suggestion I could make, (to make the 37 work better in your heavier bike), would be to advance it 2 degs. to pull the power band down about 200 rpm, especially if you're riding 2 up a lot. Otherwise, this 37G pulls like a freight train and coupled with proper compression and headwork can easily put you on the edge of the 100/100 club. My .02 FWIW...
