I just got a '99 H-D Dyna lowrider FXR3 and every time I fill it with gas I try to get it as close as I can to the top, but just about every time I end up getting some spill-over. What can I do?

Gas usually comes out of the underground storage cooler than ambient temperatures and expands in your tank, usually running out of the spillover tube. If the filler nozzle has a boot to contain vapours, there will often be liquid gas in there which can get on you. You can also fit more gas in the tank if the bike is upright...but when you put it on the stand you have problems.
Unless you are touring and need every last mile don't fill all the way up. Leave a couple of inches at the top. If you need every last mile ( and you will be riding RIGHT away), fill the tank with the bike held upright- then hit the road, careful to stay upright ish) the first 10 miles or so. And remember that you do actually get better mileage at 55 than 75 because of the wind resistance.

Hey Leroy!
If some of that overfill gets on your hot engine you could have a fire on your hands when you start the bike. This happens a lot more than you might think.
So, when you put the nozzle in the tank, if the nozzle has an outer accordian type sleeve like we have in Kalifornia, pull the sleeve back with your hand and hold it back while you fill the tank. If there is a sleeve the pump won't fill the tank unless that sleeve is either pushed back when you push the nozzle in the filler opening or you manually pull the sleeve back like I said.
If you live somewhere they don't have that sleeve then you'll just have to go slow and ALWAYS look into the tank as you're filling it up whether there is a "sleeve" or not.
Good luck on your FXR3. I have an FXR4.
