Electrical: Headlight & Spots Not Working

I've got a 2001 FLHTCUI (Harley Ultra Classic). Just had service done at 39k and brought it home - pulled in garage and no headlights or spots. Changed fuse - started working again.  Next time I took it out - NO lights again.

Took it back in the shop, SR. Mechanic checked fuses, checked wires under the faring and is baffled.  Anyone have any suggestions or have had this problem before?
Thanks,
KJH
